Your telegram of 22nd March (1) transference of

shares and payment of dividends, Trading with enemy

subjects resident in China is lawful and this involves

other payments and transference of other descriptions of

property. with regard to shares main point is possibility

of gaining control over company and this does not appear

to be a practical danger. On the other hand the weakening

of the enemy's resources would be very slight. (2) Direct-

orates. I have no objection to offer to the two-thirds

proposal for all companies registered in Hongkong but it

will be always difficult to prevent dummies from being

put in. I have asked British Consul-General at Shanghai to

send me copy of his proposals and will comment thereon in

greater detail by despatch.
